Vermont exempts farmers selling less than 50 quarts of raw milk per day from licensing. Therefore you can buy it from any dairy farmer willing to sell it as well as those listed below.

Vermont Rules for Selling Raw Milk From the Farm
 
  Vermont statute (6 V.S.A., Section 2723 (3) exempts from licensing “A person who produces and sells or offers for sale less than 50 quarts of milk in any one day, but in such case an inspection may be made and reasonable sanitary requirements shall be complied with”.

Administratively, the Agency of Agriculture does not inspect or impose reasonable sanitary requirements on persons selling raw milk provided the following conditions are met:

  1. All sales take place on the premises where the milk is produced and are limited to less than 50 quarts of milk per day. The sales must be to the final end user of the raw milk.
  2. Raw milk is not offered for sale in public retail establishments such as grocery stores, restaurants, farmers’ markets, etc.
  3. Home delivery or retail distribution routes are not permitted.
This provision is for raw milk only. The manufacturing of any dairy product such as cheese, yogurt, butter, ice cream, etc. triggers licensing (Vermont Milk Handlers License) and inspection.

Vermont dairy regulations do not permit a licensed milk handler to sell raw milk in retail packages, thus triggering the licensing requirement would disqualify someone from the exemption.
